3. Xác định loại câu hỏi sẽ sử dụng trong bảng hỏi
Các câu hỏi sử dụng trong bảng hỏi được chia thành 2 loại chính: câu hỏi đóng và câu hỏi mở. Câu hỏi mở chủ yếu được sử dụng khi không thể đoán trước câu trả lời sẽ là gì, hoặc khi cần hỏi thêm những thông tin ngoài dự đoán. Loại thông tin thu thập được từ câu hỏi mở là thông tin định tính, và thích hợp để sử dụng với loại nghiên cứu thăm dò. Một vài ví dụ về câu hỏi mở:
- Anh/Chị/Em nghĩ gì về chương trình giảng dạy tiếng Anh hiện nay tại trường của anh/chị/em?
- Anh/Chị/Em có góp ý gì để việc giảng dạy tiếng Anh ở bậc đại học đạt được hiệu quả cao hơn?
Trái ngược với câu hỏi mở, câu hỏi đóng được dùng khi nhà nghiên cứu đã có nhiều hiểu biết về đối tượng nghiên cứu và có thể đoán trước được một số phương án trả lời thường gặp. Dựa vào các lọai phương án trả lời,được sử dụng, có thể chia câu hỏi đóng làm những loại khác nhau: đa phương án theo phạm trù, thang Likert, và xếp thứ tự. Câu hỏi đóng thường cung cấp thông tin định lượng và được dùng trong nghiên cứu xác định. Một vài ví dụ về câu hỏi đóng:
1. Đa phương án theo phạm trù
Tình trạng hôn nhân hiện nay của anh/.chị là gì? Xin chỉ chọn MỘT câu trả lời.
a- Độc thân b- Có gia đình c- Ly thân d- Ly hôn e- Góa
2. Thang Likert
Theo anh/chị, có nên bỏ kỳ thi tốt nghiệp THPT như hiện nay không?
5-Rất đồng ý 4-Đồng ý 3-Bình thường 2-Không đồng ý 1-Rất không đồng ý
3. Xếp thứ tự
Theo anh/.chị nghĩ, giải pháp nào sau đây đem lại hiệu quả cao nhất trong việc nâng cao chất lượng giáo dục Việt Nam? Hãy sắp xếp các giải pháp đã nêu theo thứ tự từ 1 đến 5 bằng cách ghi số 1, 2, 3, 4, 5 bên cạnh từng giải pháp.
- Tăng lương cho giáo viên
- Giảm tải chương trình học
- Giảm sĩ số học sinh trong từng lớp học
- Nâng cấp cơ sở vật chất
- Đổi mới phương pháp giảng dạy
- Đổi mới cách quản lý nhà trường

A new, locally-developed university ranking system for Vietnam?

An announcement has recently been made by the research team led by Prof Dr Nguyen Phuong Nga from Vietnam National University, Ha Noi that a ranking system for Vietnamese universities is being developed. The team promised that the first ranking results will be released soon, possibly in a few months’ time.
While university ranking is now considered a worldwide phenomenon, I believe it should be handled with great care in a country like Vietnam where the “false achievement disease” (ie, cheating in plain English) is rampant. Also, university ranking only works in strong civil societies where access to good data is a right, and customer protection is strong. Both of these conditions are still lacking in Vietnam.
Condering the current situation in Vietnam, I believe the existence of a university ranking system, especially one supported or recognised by the Ministry of Education and Training, will have a detrimental effect on the quality of higher education in Vietnam, rather than improve it. Once a university is ranked on the number of, say, doctoral degree holders no matter in what fields or of what quality, then this will push universities and university lecturers to more cheating of all kinds to have a sufficient number of PhDs. Likewise with publications and citations. Meanwhile, the low quality of higher education in Vietnam, especially at post-graduate levels, is already a severe headache for the country’s education leaders. I strongly believe that ill-prepared rankings of universities will only worsen the situation.
